Rosie is a Principal at Todd Walker and one of the firm's resource management specialists. Rosie has extensive experience in resource management, environmental, and local government law. Having practised resource management law within the Queenstown District for the last decade, Rosie has an intimate knowledge of the local and regional planning framework and has developed key connections with practitioners and consultants across the region.

Rosie works with a breadth of clients, from developers and landowners to NGOs, iwi, and farming clients. She is an experienced advocate, having regularly appeared in mediations, Council and Environment Court hearings on many aspects of resource management and environmental law, including plan changes, consenting, property subdivision and development, tourism, and freshwater issues.

Previous to practising law in Queenstown, Rosie worked as an in-house solicitor at the Ministry for the Environment in Wellington, where she advised on reforms to the Resource Management Act and other key pieces of environmental legislation, judicial review, and development of national direction and policy. 

Following her time in Wellington, Rosie moved back home to Otago and worked for the resource management team of a national law firm prior to joining Todd Walker. 

Rosie is dedicated to the community she lives in and is the Chair for the regionally significant Queenstown Trails Trust, responsible for the creation and management of the network of cycle and walking trails within the Wakatipu Basin. She is also a member of the Institute of Directors, the Resource Management Law Association, and was previously on the board of trustees for the Central Lakes Trust. Outside of work, she enjoys time with her young family, enjoying many of the adventure activities that Queenstown Lakes has to offer, including running, skiing, and biking.
